
Call for proposals for the Blue Charter Incubator Round II to accelerate ocean action

The Commonwealth Secretariat, in partnership with the Prince Albert II of Monaco Foundation and CAF – Development Bank of Latin America and the Caribbean, has opened the second call for proposals for the Commonwealth Blue Charter Incubator, supporting the development of innovative, country-led solutions to pressing ocean challenges.
Through this second round, 10 to 15 projects will receive grants of up to £50,000 to help Commonwealth countries develop and test initiatives aligned with their national priorities. Projects may address five key areas: marine pollution, ecosystem restoration, sustainable fisheries, the blue economy, and the ocean-climate nexus.
The call marks a new step in the partnership established in March 2026 between the Commonwealth Secretariat and the Prince Albert II of Monaco Foundation to accelerate ocean conservation. Implemented through the Commonwealth Blue Charter Incubator, this collaboration supports the development of practical solutions while bringing together governments, local stakeholders, civil society and expertise around shared ocean priorities.
“The transition towards a healthier and more sustainable ocean requires not only ambitious ideas, but the capacity to turn them into practical action. Through the Commonwealth Blue Charter Incubator, promising initiatives can be developed and strengthened, creating pathways for innovation to respond to concrete challenges facing the ocean and coastal communities.
As this second round opens, the Prince Albert II of Monaco Foundation is pleased to continue supporting this approach, which brings together expertise, local knowledge and innovation to help promising projects move forward,” said Romain Ciarlet, Vice-Chairman and CEO of the Prince Albert II of Monaco Foundation.
The Incubator directly supports the implementation of the Apia Commonwealth Ocean Declaration, adopted at the Commonwealth Heads of Government Meeting in Samoa in 2024. Its first round supported eight projects across Africa, Asia, the Caribbean, the Americas and the Pacific.
The new round also builds on an expanding partnership, with CAF joining the Commonwealth Secretariat and the Prince Albert II of Monaco Foundation to strengthen support for sustainable ocean development and blue finance.
